I have had the opportunity to create opportunities for provider agencies to build capacity in providing customized employment and building community-based services, and while it is difficult because the funding methodologies have not changed, the training and TEchnical assistance has increased their knowledge and ability to support people in the community that had otherwise been labeled as "unemployable" or only being able to do certain types of work. There must be support at all levels to change funding methodologies to pay for outcomes and provide additional support for people with the most complex support needs. If we can phase out subminimum wage and really provide resources and support so people don't just "do nothing" we can be successful. There has to be a targeted, individualized effort with specialists within VR programs and DD agencies to coordinate and braid resources
