I work with individuals who are involved in 14 c programs. They work in several micro-businesses including a bakery, coffee packaging, recycling and some other jobs. This is very meaningful work for them and they are very proud of themselves. Individuals with severe intellectual disabilities are very often unable to be employed in a regular job generally due to lack of supports once people age out of education programs. The threat of the possibility of doing away with 14c has caused several agencies to cut their programs. Their individuals now go to the library for several hours or go shopping and the like. I do not see how this can be meaningful or productive. Please keep this option available even if it is only available or individuals with severe intellectual disabilities. Given the nature of the full spectrum of disabilities advocates have to realize there is no "one size fits all" solution.
